1992 \u5e74\u4ee5\u4f86\uff0c\u7e3d\u90e8\u4f4d\u65bc\u4f0a\u65af\u5766\u5821\u7684 <strong>Legalixa \u5f8b\u5e2b\u4e8b\u52d9\u6240<\/strong> \u4e00\u76f4\u662f\u696d\u754c\u9818\u5148\u7684\u5168\u65b9\u4f4d\u670d\u52d9\u5f8b\u5e2b\u4e8b\u52d9\u6240\uff0c\u5c08\u9580\u63d0\u4f9b\u571f\u8033\u5176\u623f\u5730\u7522\u6cd5\u5f8b\u65b9\u9762\u7684\u5c08\u696d\u6cd5\u5f8b\u6307\u5c0e\u3002\u6211\u5011\u7d93\u9a57\u8c50\u5bcc\u7684 <strong>\u571f\u8033\u5176\u623f\u5730\u7522\u5f8b\u5e2b<\/strong> \u5718\u968a\u63d0\u4f9b\u5168\u9762\u4e14\u91cf\u8eab\u8a02\u88fd\u7684\u6cd5\u5f8b\u670d\u52d9\uff0c\u78ba\u4fdd\u60a8\u7684\u623f\u5730\u7522\u4ea4\u6613\u5b89\u5168\u3001\u5408\u898f\u4e14\u9ad8\u6548\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Legalixa \u5f8b\u5e2b\u4e8b\u52d9\u6240\u81ea 1992 \u5e74\u6210\u7acb\u4ee5\u4f86\uff0c\u64c1\u6709\u903e\u4e09\u5341\u5e74\u7684\u8c50\u5bcc\u7d93\u9a57\uff0c\u5c08\u7cbe\u65bc\u63d0\u4f9b\u5168\u9762\u7684\u6cd5\u5f8b\u670d\u52d9\uff0c\u78ba\u4fdd\u60a8\u5728\u571f\u8033\u5176\u7684\u623f\u5730\u7522\u6295\u8cc7\u5b89\u5168\u7121\u865e\u4e14\u53d6\u5f97\u6210\u529f\u3002\u6211\u5011\u5c0d\u5353\u8d8a\u54c1\u8cea\u7684\u5805\u6301\uff0c\u4ee5\u53ca\u5c0d\u7576\u5730\u6cd5\u898f\u7684\u6df1\u523b\u7406\u89e3\uff0c\u4f7f\u6211\u5011\u6210\u70ba\u60a8\u503c\u5f97\u4fe1\u8cf4\u7684\u6cd5\u5f8b\u5925\u4f34\u3002<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>\u76ee\u9304<\/strong><\/p>\n\n\n<div class=\"wp-block-aioseo-table-of-contents\"><ul><li><a class=\"aioseo-toc-item\" class=\"wp-block-paragraph\">\u571f\u8033\u5176\u623f\u5730\u7522\u696d\u7684\u7279\u8272\u5728\u65bc\u5176\u5065\u5168\u7684\u6cd5\u5f8b\u6846\u67b6\uff0c\u8a72\u6846\u67b6\u6703\u6301\u7e8c\u66f4\u65b0\u4ee5\u56e0\u61c9\u5e02\u5834\u52d5\u614b\u4e26\u4fc3\u9032\u5916\u8cc7\u6295\u8cc7\u3002\u5728 2026 \u5e74\uff0c\u571f\u8033\u5176\u623f\u5730\u7522\u6cd5\u7684\u82e5\u5e72\u95dc\u9375\u65b9\u9762\u5c0d\u65bc\u570b\u5167\u53ca\u570b\u969b\u5ba2\u6236\u800c\u8a00\u4ecd\u81f3\u95dc\u91cd\u8981\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u9019\u4e9b\u5305\u62ec\u56b4\u683c\u7684\u623f\u7522\u767b\u8a18\u8981\u6c42\u3001\u4e0d\u65b7\u6f14\u8b8a\u7684\u5916\u8cc7\u6301\u80a1\u6cd5\u898f\uff0c\u4ee5\u53ca\u53d6\u5f97\u623f\u5730\u7522\u4f30\u50f9\u5831\u544a\u7684\u7279\u5b9a\u7a0b\u5e8f\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u503c\u5f97\u6ce8\u610f\u7684\u662f\uff0c\u5c0d\u65bc\u900f\u904e\u6295\u8cc7\u9014\u5f91\u7533\u8acb\u571f\u8033\u5176\u570b\u7c4d\u7684\u4eba\u58eb\u800c\u8a00\uff0c\u623f\u5730\u7522\u8a55\u4f30\u50f9\u503c\u7684\u898f\u5b9a\u5df2\u6709\u6240\u8abf\u6574\uff0c\u5f37\u8abf\u5fc5\u9808\u7531\u7d93\u6838\u51c6\u7684\u516c\u53f8\u63d0\u4f9b\u6e96\u78ba\u4e14\u7b26\u5408\u898f\u7bc4\u7684\u8a55\u4f30\u5831\u544a\u3002\u6b64\u5916\uff0c\u623f\u5730\u7522\u76f8\u95dc\u7e7c\u627f\u6cd5\u7684\u8907\u96dc\u6027\uff0c\u4ee5\u53ca\u5404\u7a2e\u722d\u8b70\u89e3\u6c7a\u6a5f\u5236\uff0c\u66f4\u51f8\u986f\u4e86\u5c0b\u6c42\u5c08\u696d\u6cd5\u5f8b\u8aee\u8a62\u7684\u5fc5\u8981\u6027\u3002<\/p>\n\n\n\n<figure class=\"wp-block-paragraph\">\u571f\u8033\u5176\u623f\u5730\u7522\u5f8b\u5e2b\u7684\u89d2\u8272\u9060\u4e0d\u6b62\u65bc\u8655\u7406\u6587\u66f8\u5de5\u4f5c\u3002\u4ed6\u5011\u662f\u60a8\u7684\u7b56\u7565\u9867\u554f\u3001\u76e1\u8077\u8abf\u67e5\u5c08\u5bb6\u3001\u8ac7\u5224\u4ee3\u8868\u53ca\u6b0a\u76ca\u7dad\u8b77\u8005\uff0c\u5728\u623f\u5730\u7522\u4ea4\u6613\u6216\u7cfe\u7d1b\u7684\u6bcf\u500b\u968e\u6bb5\uff0c\u7686\u81f4\u529b\u65bc\u4fdd\u969c\u60a8\u7684\u6b0a\u76ca\u3002<\/p>\n\n\n\n<ol \u5728\u571f\u8033\u5176\u8cb7\u8ce3\u623f\u5730\u7522\uff0c\u7279\u5225\u662f\u5c0d\u5916\u570b\u4eba\u800c\u8a00\uff0c\u6d89\u53ca\u4e00\u7cfb\u5217\u8907\u96dc\u7684\u6cd5\u5f8b\u7a0b\u5e8f\u3002\u5f9e\u6838\u5be6<strong>\u7522\u6b0a\u8b49\u66f8\uff08Tapu\uff09<\/strong>\u7684\u771f\u5be6\u6027\uff0c\u5230\u78ba\u4fdd\u7b26\u5408\u5206\u5340\u6cd5\u898f\u4e26\u53d6\u5f97\u5fc5\u8981\u8a31\u53ef\uff0c\u6574\u500b\u904e\u7a0b\u53ef\u80fd\u4ee4\u4eba\u671b\u800c\u751f\u754f\u3002\u4e00\u4f4d\u7d93\u9a57\u8c50\u5bcc\u7684\u623f\u5730\u7522\u5f8b\u5e2b\u5c07\u9032\u884c\u5fb9\u5e95\u7684\u76e1\u8077\u8abf\u67e5\uff0c\u78ba\u4fdd\u8a72\u7269\u696d\u4e0d\u5b58\u5728\u7522\u6b0a\u8ca0\u64d4\u3001\u50b5\u52d9\u6216\u6cd5\u5f8b\u7cfe\u7d1b\u3002\u4ed6\u5011\u6703\u4ed4\u7d30\u5be9\u95b1\u6240\u6709\u5408\u7d04\u5354\u8b70\uff0c\u4ee5\u4fdd\u969c\u60a8\u7684\u6b0a\u76ca\uff0c\u4e26\u78ba\u4fdd\u5728\u8cfc\u623f\u50f9\u683c\u3001\u4ed8\u6b3e\u6642\u9593\u8868\u53ca\u4efb\u4f55\u9644\u5e36\u689d\u4ef6\u65b9\u9762\u689d\u6b3e\u900f\u660e\u3002\u9019\u9805\u95dc\u9375\u6b65\u9a5f\u80fd\u6709\u6548\u9810\u9632\u672a\u4f86\u53ef\u80fd\u51fa\u73fe\u7684\u8907\u96dc\u72c0\u6cc1\u8207\u8ca1\u52d9\u640d\u5931\u3002\u82e5\u9700\u4e86\u89e3\u6b64\u6d41\u7a0b\u7684\u8a73\u7d30\u8cc7\u8a0a\uff0c\u60a8\u53ef\u53c3\u95b1\u6211\u5011\u95dc\u65bc\u300a2026\u5e74\u571f\u8033\u5176\u623f\u5730\u7522\u6cd5\u5b8c\u6574\u6cd5\u5f8b\u6307\u5357\u300b\u7684\u8a73\u76e1\u6307\u5357\u3002<\/li>\n\n\n\n<li><strong>\u900f\u904e\u6295\u8cc7\u53d6\u5f97\u571f\u8033\u5176\u570b\u7c4d\u7684\u6d41\u7a0b\uff1a<\/strong> href=\"https:\/\/csb.gov.tr\/en\">\u74b0\u5883\u8207\u90fd\u5e02\u898f\u5283\u90e8<\/a>\u7b49\u76f8\u95dc\u653f\u5e9c\u6a5f\u95dc\u9032\u884c\u5354\u8abf\u3002<\/li>\n\n\n\n<li><strong>\u7c21\u5316\u7533\u8acb\u6d41\u7a0b\uff1a<\/strong> \u5f15\u5c0e\u60a8\u5b8c\u6210\u5165\u7c4d\u7533\u8acb\u7684\u6bcf\u500b\u6b65\u9a5f\uff0c\u78ba\u4fdd\u7b26\u5408\u898f\u5b9a\u4e26\u52a0\u5feb\u8655\u7406\u9032\u5ea6\u3002<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>\u79df\u8cc3\u5354\u8b70\u8207\u623f\u6771\u623f\u5ba2\u95dc\u4fc2\u7684\u5c08\u696d\u77e5\u8b58\uff1a<\/strong> \u7121\u8ad6\u60a8\u662f\u6253\u7b97\u51fa\u79df\u623f\u7522\u7684\u623f\u6771\uff0c\u9084\u662f\u60f3\u5728\u571f\u8033\u5176\u79df\u5c4b\u7684\u79df\u5ba2\uff0c\u4e00\u4efd\u5b8c\u5584\u4e14\u7b26\u5408\u6cd5\u5f8b\u898f\u5b9a\u7684\u79df\u8cc3\u5354\u8b70\u90fd\u81f3\u95dc\u91cd\u8981\u3002\u571f\u8033\u5176\u7684\u79df\u8cc3\u6cd5\u5f8b\u76f8\u7576\u8907\u96dc\uff0c\u6db5\u84cb\u79df\u91d1\u8abf\u6f32\u3001\u9a45\u9010\u7a0b\u5e8f\u53ca\u79df\u5ba2\u6b0a\u76ca\u7b49\u5404\u500b\u5c64\u9762\u3002\u623f\u5730\u7522\u5f8b\u5e2b\u80fd\u8d77\u8349\u5168\u9762\u7684\u79df\u8cc3\u5354\u8b70\uff0c\u4ee5\u4fdd\u969c\u96d9\u65b9\u6b0a\u76ca\uff0c\u4e26\u660e\u78ba\u754c\u5b9a\u8cac\u4efb\u3001\u4ed8\u6b3e\u689d\u6b3e\u53ca\u722d\u8b70\u89e3\u6c7a\u6a5f\u5236\u3002\u82e5\u4e0d\u5e78\u767c\u751f\u722d\u8b70\uff0c\u4f8b\u5982\u62d6\u6b20\u79df\u91d1\u6216\u9a45\u9010\u7a0b\u5e8f\uff0c\u60a8\u7684\u5f8b\u5e2b\u5c07\u63d0\u4f9b\u5805\u5b9a\u7684\u6cd5\u5f8b\u4ee3\u7406\uff0c\u78ba\u4fdd\u9075\u5faa\u6cd5\u5f8b\u7a0b\u5e8f\u4e26\u7dad\u8b77\u60a8\u7684\u6b0a\u76ca\u3002\u6211\u5011\u7684\u5c08\u696d\u80fd\u529b\u66f4\u5ef6\u4f38\u81f3\u7cbe\u6e96\u8655\u7406\u8907\u96dc\u7684\u4f0a\u65af\u5766\u5821\u623f\u5730\u7522\u5f8b\u5e2b\u9a45\u9010\u3001\u8cb7\u8ce3\u53ca\u79df\u8cc3\u6848\u4ef6\u3002<\/li>\n\n\n\n<li><strong>\u89e3\u6c7a\u623f\u5730\u7522\u7cfe\u7d1b\u8207\u8a34\u8a1f\uff1a<\/strong> \u5118\u7ba1\u7d93\u904e\u5468\u8a73\u898f\u5283\uff0c\u623f\u5730\u7522\u7cfe\u7d1b\u4ecd\u53ef\u80fd\u767c\u751f\u3002\u9019\u985e\u7cfe\u7d1b\u53ef\u80fd\u5305\u62ec\u7522\u6b0a\u754c\u7dda\u722d\u8b70\u3001\u9055\u7d04\u3001\u65bd\u5de5\u7455\u75b5\u6216\u6240\u6709\u6b0a\u885d\u7a81\u3002\u4e00\u4f4d\u5c08\u696d\u7684\u571f\u8033\u5176\u623f\u5730\u7522\u5f8b\u5e2b\u5177\u5099\u8655\u7406\u5404\u985e\u623f\u5730\u7522\u8a34\u8a1f\u7684\u80fd\u529b\u3002\u4ed6\u5011\u6703\u63a2\u7d22\u8abf\u89e3\u7b49\u66ff\u4ee3\u6027\u722d\u8b70\u89e3\u6c7a\u65b9\u5f0f\uff0c\u4f46\u82e5\u5fc5\u9808\u8a34\u8af8\u8a34\u8a1f\uff0c\u4ed6\u5011\u5c07\u5236\u5b9a\u5468\u5bc6\u7684\u6cd5\u5f8b\u7b56\u7565\u3001\u8490\u96c6\u8b49\u64da\u3001\u63d0\u4ea4\u8a34\u72c0\uff0c\u4e26\u5728\u6cd5\u5ead\u4e0a\u6709\u6548\u4ee3\u8868\u60a8\u7684\u6b0a\u76ca\u3002\u4ed6\u5011\u5c0d\u571f\u8033\u5176\u6c11\u6cd5\u53ca\u7269\u6b0a\u6cd5\u7684\u6df1\u5165\u7406\u89e3\uff0c\u5c0d\u65bc\u722d\u53d6\u6709\u5229\u7d50\u679c\u81f3\u95dc\u91cd\u8981\u3002<\/li>\n\n\n\n<li><strong>\u907a\u7522\u8207\u8ca1\u7522\u7e7c\u627f\u8aee\u8a62\uff1a<\/strong> \u5728\u571f\u8033\u5176\u7e7c\u627f\u8ca1\u7522\u9700\u9075\u5faa\u7279\u5b9a\u7684\u6cd5\u5f8b\u7a0b\u5e8f\uff0c\u5916\u570b\u516c\u6c11\u5c24\u9700\u6ce8\u610f\u3002\u571f\u8033\u5176\u7e7c\u627f\u6cd5\u91dd\u5c0d\u6cd5\u5b9a\u7e7c\u627f\u4eba\u9593\u7684\u8cc7\u7522\u5206\u914d\u8a2d\u6709\u7368\u7279\u7684\u898f\u7bc4\uff0c\u4e14\u5728\u571f\u5730\u767b\u8a18\u8655\u5c07\u7e7c\u627f\u7684\u623f\u5730\u7522\u904e\u6236\u7d66\u65b0\u6240\u6709\u4eba\u7684\u6d41\u7a0b\u53ef\u80fd\u76f8\u7576\u8907\u96dc\u3002\u623f\u5730\u7522\u5f8b\u5e2b\u5c07\u5354\u52a9\u60a8\uff1a\n<ul class=\"wp-block-list\">\n<li><strong>\u7533\u8acb\u7e7c\u627f\u8b49\u660e\u66f8\uff1a<\/strong>
